I get asked all the time for recommendations.

Computers:

I use PC based computers now, I switched years back and just find it easier for me to use. Both are Excellent platforms, and I recommend you use the one that you feel at home using.  Using the same platform on all of your devices will make life easier for you too.

Photo editors:

PC Based:

I use Snag-it to edit my photos on our office systems. It is not free but we have it for screen capture purposes and to make web screencasts. 

The second program I use is Paint (free) and is on every Microsoft based computing platform. Great for rotating resizing etc.

The third is IrfanView www.irfanview.com/ (Free) This is a worldwide program. It is designed to be simple for beginners and powerful for professionals. IfranView is the program I use at home

Adobe Photoshop has a few options, ranging in price from under a hundred to thousands. If you're a professional, this is the way to go. You will have a learning curve with this program, but it is compelling in what it does. 

Google Photos

 

MAC-Based:

For Mac, if not using the Mac supplied software iPhoto now Photos and Preview.  

You can try these alternatives.

GIMP

Pixlr Editor

Fotor Photo Editor

Google Photos

Adobe Photoshop or any of their other products are available for the MAC  platforms.

IrfanView is not yet available for Mac but here are their recommendations for alternative solutions,

I do not have any experience with these.
